Police | Community Service Officers

The Grand Chute Police Department recognizes the need to provide the citizens of the community services above and beyond investigation of criminal matters. Many of these services do not require the expertise of a sworn police officer. The Community Service Officers provide the services and at the same time free the department's police officers to concentrate on more critical, criminal matters.

Community Service Officers are part-time, limited term, non-sworn department employees. Community Service Officers are students actively enrolled in a post high school education in either police science or criminal justice. On average each Community Service Officer works approximately sixteen to twenty hours per week. The department is currently allotted twelve on duty hours per day for Community Service Officers. Not withstanding special events, crime prevention duties and/or other matters requiring assistance from community service officers, in two Community Service Officers are scheduled each day during the department's heaviest time periods for call for service.

JOB DUTIES

Community Service Officers working for the Town of Grand Chute Police Department are responsible for providing the community with a wide variety of services, which do not require the expertise of a sworn police officer to accomplish. Some of these duties are to:

  • Direct vehicle and pedestrian traffic.
  • Assist at accident, crime and fire scenes.
  • Assist at special events and parades.
  • Assist motorists with disabled vehicles.
  • Unlocking vehicles
  • Enforcement of handicap and other parking laws.
  • Investigate animal bites/complaints.
  • Check homes/properties where the owner is away for an extended period of time.
  • Patrol the parks within the Town of Grand Chute.
  • Lost and found property complaints.
  • Verify correction of vehicle defect warnings.
  • Assist with crime prevention assignment.
  • Other miscellaneous assignments.

FIELD TRAINING

The training of a probationary Community Service Officer is conducted by the department's Field Training and Evaluation Unit. The Grand Chute Police Department Field Training and Evaluation Unit is committed to consistently administering a period of formal on-the-job training, coaching and performance assessment with the goal of developing Community Service Officers capable of delivering solo patrol services. Training of a probationary community service officer is conducted over an eighty-hour period during which the Community Service Officer is assigned to a field-training officer. The field-training officer provides a link between what the probationer are learning in school and the performance expectations of the community and the agency. This is accomplished through standardized on-the-job training and performance assessment based on specific evaluation guidelines. There is no "hidden agenda" or "secret information". Probationary Community Service Officers are provided with all the knowledge and skills necessary to be a Community Service Officer for the Town of Grand Chute. The field training officer coaches mentors the probationer until there is a demonstrated ability to perform specific job tasks at an acceptable level. Weekly meetings of the Field Training and Evaluation Unit Cadre confirm the probationer's continued readiness for advancement through the training process.

Once the probationer advances beyond the need for continued assignment to a field-training officer, he or she is scheduled for several shifts working with a second Community Service Officer prior to actually working solo. This allows the probationer to make a smooth transition from the training process to a solo patrol assignment. It also allows the Field Training and Evaluation Unit to confirm the probationer's readiness for a solo assignment working as a Community Service Officer for the Town of Grand Chute.

APPLICATION REQUIREMENTS

  • Must be a United States citizen.
  • Must be at least 18 years of age.
  • Must possess a valid Wisconsin driver's license.
  • Must possess a high school diploma or General Education Development (GED) diploma.
  • Must be currently enrolled in post high school education for Police Science or Criminal Justice and carrying a minimum of nine (9) credits per semester.
  • Must have no felony arrests.
  • Must have no serious misdemeanor arrests.
  • Must have no disqualifying criminal history.
  • Must complete a one (1) year probationary employment period to the department's satisfaction.

Community Service employees shall discontinue their employment with the Grand Chute Police Department six (6) months after graduation from Police Science or Criminal Justice schooling unless the employee continues with additional schooling in the Criminal Justice Field. Employment may be discontinued immediately if the employee leaves the Police Science or Criminal Justice education for any reason other than graduation.
