The Town of Grand Chute assesses real and personal property according to Wisconsin State Statutes. Real property is the land and improvements on the land in the Town. Personal property is the assessable equipment that is located in the Town.
To insure that all property is treated uniformly, the Assessor's procedures must conform to State laws dealing with property taxation. In addition, the assessor uses commonly accepted appraisal and accounting practices.
Discovery
Discovery is the process of determining what property that is assessable in the Town. The Assessor takes great care in checking legal descriptions, updating parcel maps and insures that there are no omissions.
The Assessor also maintains close coordination with other Town offices such as Planning & Zoning, Building Inspection, Code Enforcement, Fire Department and is kept informed of building activity.
Finally, the assessor reviews property, home and business sales. This insures that all property is assessed in an equitable manner, based on many factors, including sales data.
Listing
Listing is the process of updating property assessments and property descriptions.
The Assessor must establish a record showing the owner of a piece of property. The Assessor records the mailing address, describes the property in detail, checks the legal description so there are no discrepancies, and identifies the property on the Parcel Map and by Parcel Number.
After the Assessor has estimated values for all property, the information is listed on the Assessment Roll. This Assessment role is available at Town Hall for public inspection.
Valuing
Valuing is the process of determining values for the real and personal property according to State Statutes.
The Assessor must estimate a value for your property by determining the price people would pay for it in its present condition. All lots, houses, office buildings, apartments, and shopping centers are included. Each year, the Assessor values all property in the Town of Grand Chute.
Open Book
Open Book is the period of time when all the values for properties in the Town can be reviewed. If you have any questions, additional information, or changes regarding the property, the Assessor would like to hear from you.
Board of Review is the scheduled meeting for the members to hear evidence regarding the estimated values. A property owner may furnish evidence or provide sworn testimony regarding errors of under-assessment or over-assessment. The Board of Review will decide to either raise, lower, or leave unchanged the value of the property.
