Landlord/Tenant - ACT 274

Are you moving in or out of a residential rental property?
 
A Landlord/Tenant Agreement Application is required to create or close an account for water and sewer bills in residential rental properties. The form must be received at the Town Hall a minimum of three business days prior to the change. Click here to find the form, then scroll to find "Landlord/Tenant Agreement Application;" save the document to email as an attachment, print to fax, mail, or drop off at the Town Hall.
 


The enactment of ACT 274 brought many changes for municipal utilities. Here is a brief review of some of the major changes that mostly effect residential rental dwelling units.
 
GRAND CHUTE 2016 UTILITY BILLING CHANGES

There are two major changes:  First, the Town will be requiring a Landlord/Tenant Agreement.  Secondly, we will no longer be sending final bills to the landlord/management company.

In regards to the first change, you will need to provide the Landlord/Tenant Agreement application each time a tenant moves in or out. We will no longer accept verbal or emailed tenant changes. We realize that this will generate extra paperwork, but the Town needs this information due to the changes in the law relating to tax roll placement of delinquent utility bills. We will not accept copies of lease agreements in lieu of the application. You must complete in full the Landlord/Tenant Agreement application.

The second major change the Town will be implementing is no longer sending final bills to the landlord/management companies. The Town was recently made aware that all final bills must be sent to the tenant vacating the rental unit. We are aware this change will not be met with support, however, it is a change that is required by law. You may continue to call the office for balances and request reports for your tenants. We will not print a second final bill if requested. You will  receive past due notices on a monthly basis, so you will still be aware of any past due charges by tenants, and will be able to pay from those statements if you wish.
